The proper pronounciation, eventhough to many people may sound not natural, is "thuh". If it were written with two "ee" then it would be pronounced "thee".

I was told that you should say 'thee' before words that begin with vowel sounds, and 'thuh' before words that begin with consonant sounds. But I think in reality it's more likely that I say 'thuh' before consonants 100% and 'thee' before vowels 50% and 'thuh' before vowels 50%.

it depends. sometimes i pronounce is thee, and sometimes i pronounce it thuh.

I beleive that before vowels it should be 'thee'. If you would use 'an' before a word (an apple) you should say thee. 'Thuh' apple just sounds wrong, although I hear it more and more on television that way.
