If they guaranteed delivery on Valentines day they sure do. Oh! Hey!! Congratualtions there Maestro! -If they guaranteed delivery on the 14th, then they owe you the money. They are trying to make a factor of the weather, if that is not stated in the guarantee that they cannot deliver due to adverse weather then they owe you the money. A last minute email does not cover their ass. What you will have to do is file a complaint by mail and send them a copy of the reciept, never send the original, it takes a few weeks, but eventually they should refund your money, you may have to send them three letters and if they do not comply threaten to report them to the Attorney Generals office, that usually ties there panties in knot if there trying to pull one over on you. If they guarantee ontime delivery, then they must guarantee it, no matter what the weather... otherwise, they owe you your money.
