There are several ways they can "take" your land legally. They will give you a "fair" price for it but yes they can.

Most countries operate on the doctrine of Eminent Domain. Basically what it means is the State claims it owns everything, and out of the kindness of its heart it may allow you to temporarilly rent it, but can always just take it away from your for any or no reason. Yes, they certainly can. For one thing, all land affronting a public road is atually county property into about 3' in your property line (it doesn't mean they will maintain it, though. They feel that is YOUR job) And yes, they can offer you a "fair" price, but if you don't take the offer, they can still take your land. It is called IMMINENT DOMAIN.

Ya they can they will give a payment usually but you have no say over them taking it
