An umbrella is a sturdy device used to keep people dry when it's raining. A parasol is a more frilly, lighter device that is used as a portable sun shade and was mainly used by Victorian women. Back then, women with pale skins were considered more beautiful so they used the parasol to keep the sun from touching their skin and giving them a tan.

A parasol may not be made of waterproof fabric. Today, they are probably both made of cheap, colourful (if you want it) synthetics, so both will be waterproof and the difference it small. But before the invention of synthetics, parasols might be made of light materials like thin fabric or paper, whereas umbrellas would be made of heavier oiled or waxed fabric. Because of the weight, you wouldn't use an umbrella when a parasol was appropriate. Modern technology has pulled the two together.
