I think modesty is something for all ages regardless of style or culture. I honestly believe that someone can be "in-style" and be modest.

I'm not a Muslim, but I think this is kind of strange. Taking such great pains to cover a child up would probably make people look at her at a sexual object, and that's not good. What does a three year old have to hide, anyway?

well, in Islam, its your choice as to when you want to put a Hijab on. But, a girl can only when she hits puberty. It doesn't count as anything if you put it on before than, as in it is not a sin or it will not send you to heaven.

If something is good, for example honesty, then obviously the earlier you get your child accustomed to it the better. Mind you, sometimes it's the children themselves who insist on copying the adults. This is why we sometimes see little girls pushing toy prams or buggies on the streets. In Muslim societies children will insist on fasting in Ramadhan long before they need to. Very often the parents will give in and let the children observe the fast for as long or as really as they can.
