Not all Q's submitted are worthy of an A. It depends on the type, context, and tone of the Q, and the perception of the A'er whether or not an A is justified. One may not A a Q because they may not recieve a rating for their attempt or contribution and so on. It depends.

Because it's what we do. I, personally, only answer a question if there is hope of some lewd sexual favour in return.
