If someone tells you about a crime this is going to be commited and you do not report it to the police, can you be held responsible if it ever comes out that the "plans" had been shared with you?

Yes, it would be considered your responsibility to DO something about what you'd heard. If you didn't you'd be considered to be on the wrong side of the law.
