Damn, I was about to ask this question but you beat me to it. I thought about it and the way I figure is yes they all have to get the points because of the moderation percent. If someone makes a good flag, but someone made it before him, then the second person to flag it shouldn't suffer.

Regardless of the time, whoever flags the question before it gets rejected, still gets the points. And regardless whichever flag they choose, they still get the points, as long as either the wrong category flag is legal, or the nonsense flag is appropriate.

I looked this question up on the search list, and most of the answers seems to be leaning toward everyone get the points until the question is removed.

Everyone who flags 'correctly' gets the points. And be careful or you could be fined for incorrectly flagging. If you try to take something out of a very good category and move it to a more broad one, they can take 10 points away from you. And that can hurt:-(

When 2 or more people flag a question and the question becomes rejected, then anyone who first flagged the question will be awarded the moderation points for the flag. It's no race to see who flags it first and gets the points.

Unless the rules have changed as long as the question is still in the incorrect category. You will be given a correct flag
