I believe in Genesis it says that God gave Adam every "herb bearing seed...and it was good" which would certainly include cannibus. Also, there are probably numerous mentions of drinking wine in the bible and many consider alcohol a drug. Oh, and then there's the part of people getting stoned to death....does that count?
