If you and not management, then you should be punching a clock. This company sounds like it should be reported to the authorities. No it is not legal for them to pay you for just 15 minutes for Thanksgiving Day, if you worked a full day.

Not legal. They must pay you minimum hourly wage, or as per your signed employment agreement. You could anonymously call a state official to find out what they recommend.
