That depends on whether the herd volunteers to participate or is chosen at random. Volunteers are not a true representation of the population. A Draft would include everyone indiscriminately. Both reduce the population, but take the cream as well as the dregs. A true culling to achieve a superior people seems like a Hitlerian idea.
