  • That depends on the specifics of the incident, which you don't give. Many places have privacy laws which place restrictions on how personal information may be used but *church* records exist for *church* purposes and from a legal perspective it's difficult to argue that church representatives can't have access to church records. I question whether her actual "church" file is in play here. That is something that is kept by her local congregation and would be seen pretty much only by her bishop and the clerks (and herself if she asked to review it as people often do simply to make sure there aren't any errors). That isn't something that a mission president would typically have available to him nor is there really any reason he'd need it, and it's not something missionaries would ever have access to. I should clarify, if she is a recent convert it's entirely possible the mission office would have some information on her as they keep some records of missionary efforts, but that isn't her church record. That doesn't mean there might not be a problem here - the issue isn't whether it was her church records but that unnecessary and possibly inappropriate and inaccurate things were discussed about her behind her back. I think the advice to discuss it with the mission president is wise. She may not have a complete picture of what really happened and he should have an opportunity to apologize if things were done poorly.
