Bush did not sign this agreement, NAFTA, was signed by and implemented by Bill Clinton and Congress. The corporations who manufacture us with goods and food stuffs in Mexico and Canada lobbied the Senate and Congress to pass this agreement as far as my knowledge permits me to recall. The people did vote their elected officials into office to make these decisions on their behalf, however, the people are not the ones who lobbied their leaders to implement the trade agreement, it takes people with money and power to do that. Though the people have a limited power, it is not enough to control the minority corporations and banks with the money to buy out the peoples will.

NAFTA is not an economic union. It's just a trade agreement. Don't confuse the two.
