They would have animal like qualities. Since they have been deprived of learning a speakable language and interaction with others, they wouldn't be able to have thoughts in any language as educated civilized people can. I'm sure they would have thoughts on how to escape, fear of the chamber they are in, etc. I would assume without a doubt they would have the same reactions and distress as any caged animal. Primal rage would the top thing on the list, furious for being inside that cage, isolated, alone and in the dark.

There's no way to know, but I bet it wouldn't be anything like what we think of as normal consciousness. A human being learns so much of their "humanness" by interacting with the world: not just relating to other people, but even very simple things like learning "object persistence" and spatial relationships. Infants go through developmental stages in their perceptual and cognitive growth which are well studied and documented, and this development is clearly coupled to the child's interaction with the world. If the brain doesn't learn what space and time are, and doesn't learn that objects persist when you're not looking at them, what sort of interpretive model would it build of reality? I have no idea, but I'm pretty sure it would be very unfamiliar to us.
