Garlic belongs to the onion family. So I guess it would be vegetable.

It is both depending on how it is used. It is simply a bulb of the onion family or more broadly a lily:-) So it could even be called a flower. But since it is usually added to foods in small amounts and not eaten on it's own it is more correctly referred to as a herb, both culinary and medicinal.

Garlic, is a species in the onion family Alliaceae. Its close relatives include the onion, the shallot, the leek and the chive. - Onion,shallots and leek are vegetables..Chive a herb so i have no clue where garlic fits in it could be either, but i would guess on herb or maybe not....
