I don't know about the best, but I've been using a Maxtor OneTouch (II and III) drives and they seem to be pretty reliable and fast.

I use my External Hard Drive as a back-up for my main system, it also stores all my large files such as Disk ISO's and movies. An external hard drive is just another hard drive. Often they have a USB connection which makes it easier to connect to other people's computers.
