Well, one of my sisters has a learner's/driver's permit and she turning 21.

It usually depends on what state you're in. I don't know of the specifics, but there are some states that don't allow additional passengers under 21 to be in the car except for the licensed driver. Some states allow other passengers but have restrictions usually including how old they are and their relationship to the permit holder. So it really depends where you are. I would suggest you contact your local DMV. They would know specifics and should be able to help you.
