A highest rating for a question seems to be reliant purely on popularity. In order words, a question that will attract the most attentoin and don't not cause controversy. Don't forget, alot of people respond to questions not to give a correct answer, but to relate with others or stand out. A question like, "What animal would make the best pet?" would probably get a high rating because so many people can relate to it and want to tell others why their pet is better than the others. ;P I actually tried this once with, "For how much of your currency would you marry the gender that you are not attracted to?--without the option of divorce." -- but it didn't get as many answers as I had hoped...so it's probably just luck. I'll try a new one -- "What is the best video-game ever created?" Let's just hope they don't read this before answering or it will get quite the reverse effect...

Alot of the users here are young or not as fully articulate as some of the other members here (sorry to blunt?). Therefore the simpler questions are the best ones for getting points. However, if you're here just for points I suggest you leave. Speak your mind. Ask real questions. I've been here for about a month and look at what its done for me already. The key is not to try to be anything other then yourself.
