Do leaders in the LDS church teach that sincere, practicing Catholic, Orthodox, Protestant and/or Evangelical persons are Christians?

Yes but, to use a common analogy, non-LdS Christians are thought to only be watching a "12" Black & White TV" compared to the glorious "60" High Definition Technicolor TV" that those enlightened through Prophetic revelation and Priesthood Authority (that is, Latter-day Saints) watch.
