There are no laws prohibiting the production and distribution of pornography specifically about incest; provided all ingaged are of legal adult age. But it is risky because you had better be prepared to PROVE it in court without question or doubt that your actor is a legal adult.

The most probable reason for the lack of mainstream incest pornography is the unfair labeling of incest as being synonymous with child pornography, incest is just as likely to occur with consenting adults, and that would be the only kind depicted in mainstream films regarding it.
