The terms are not entirely accurate. Fullback was derived from the i-formation where the fullback is the furthest back from the line of scrimmage. Half back is in the middle of the line of scrimmage and fullback, and the quarterback is "a quarter" of the way back from the line of scrimmage. In most formations these days the fullback is in front of the halfback because they are used to block for the halfback.

In addition to Daves correct answer, If you look at any old playbooks the backs are numbered 1-4. 1 being the quarterback, 2 being the halfback, 3 being the wingback(named for normally lining up on the wing or as a receiver, accept in the power I formation, which is rarely used anymore) and 4 the fullback. Today no playbooks look alike and many times the wing gets an XY or Z and the fullback gets names like tiger, bear, lion ect.
