I'm nore sure if there are bleacher regulations made by the NCAA or high school governing organization. But there are building codes normally enforced by the city where the bleachers must have a minimum of 4 feet from the face of the bleachers to the court. If there is a score table and player benches in front of the bleachers normally a 10 feet minimum is required. There are also normally regulations on how much space is necessary between the rows of the bleachers. You would need to check your local building codes for the specific regulations for your area.
