Say "I'm not trying to be rude in any way, shape or form, but I was wondering if it is okay for you to have your dog go to the bathroom somewhere else. I really appreciate that you clean up after it, but I'm still concerned about the pee because children play in the yard and all. I hope you don't mind..." and hopefully the person will agree, or at least feel obligated or something...

Point taken. But I still say it might be suffecient to simply say please don't allow your animal on my lawn.

Usually dog pee makes a lawn turn yellow too, so you really don't want dogs peeing in your yard! Just say to that person that you have children and would rather that her dog not use your lawn to do its business, thank you!
