It seems to me that "slow in word" would mean being thoughtful, i.e. thinking before speaking. I guess "prompt in deed" would suggest being quick to act or being decisive. In summation, it seems to mean being thoughtful and decisive.

Well-thought plans before decisive action? I dunno, tho'. The opposite seems to be true regarding women! (think about it!) ;-)
