No. As long as your are not behaving in a aggressive manner. Its good to make eye contact with those around you. It shows that you are alert and it will sometimes disuade attackers who prey on those who are not aware of their surroundingss.

If that's the environment in which you live you should really consider moving elsewhere. Where I live I'd consider it rude not to make eye contact and recognise eachothers existence.

Depends on the surroundings, and how you make eye contact. I generally make eye contact and smile. If someone looks less-than-kosher, I will glance, sometimes smile anyway, and quickly look away. You have to be street smart. There's no textbook unfortunately, so you have to live and learn.

No as long as you don't do it in a hostile manner...you are safer making eye contact than not and looking like an easy target.
