If I understand your question, you're trying to select scrolls in the item inventory screen, as you would a potion or other item. This only allows you to read the scroll, however, it doesn't equip the scroll for use. To equip the scroll, go to your magic inventory screen (Hit R from the item inventory screen) then scroll down. There are three divisions in your magic screen: special abilities (based on racial or astrological influences), magic spells (ones you've purchased from a wizard), and magical items (rings, robes, and other enchanted items). Scroll all the way down until you're in the "Magic Items" section, and then look for the scroll you want to use. Select it with A, and then exit out of the inventory screen. The symbol for the scroll should appear in your magic icon on the bottom left of your screen, just right of the weapon you have selected. Press "Y" to ready yourself, and pull the trigger to cast the spell. The scroll will then be used up, and you'll have to go select a new one from the magic screen. I hope this helps!
