I'm not sure what you mean. Inseams can vary from person to person. It has nothing to do with gender.

For the same height, women generally have longer inseams, even accounting for the 'carrying' space required for me.

people of the same height can vary greatly in their proportions but generally a person's inseam length is a little under half their barefoot height (i.e. a 6 foot tall person would normally have a 33-34 inch inseam length). if your inseam is 1/2 your height or even more than you've got very long legs!
