  • How do you measure / compare? Is a smoker more unhealthy than a drinker, or an over-eater, or someone who is sedentary, or someone who - er - avails themselves of sex workers, or someone who abuses drugs? Consider: for the smoker: how MUCH does he or she smoke? How do you (as the person who sets the limits on health care) know this? What about the drinker - how much do they drink? The over-eater? etc. *** No, it's not reasonable because there is no way to objectively compare how healthy one person's lifestyle is compared to another's. Not unless these people are monitored 24/7.
