Some blocks have rules about noise between certain hours, if there aren't rules I would say not before 8am if the neighbours work normal hours & not before 9am if they're retired.

How early after the last time? I usually just vacuum when the floor is dirty. Once a week if you're busy and you have pets. Without pets, like in an apartment, you could probably get away with waiting a lot longer.
