You misheard the phrase; it's "Sh-- rolls downhill." And it means that when something bad happens to a person in charge, it will happen to the people beneath him as well. For example, if your boss gets in trouble because he didn't do his job right, he's going to blame it on his assistant, who will then get yelled at. The assistant blames it on his team, who now have to work that Saturday. Eventually, the intern, who doesn't even know about the original problem, is getting yelled at and mistreated because people take things out on the people below them. Hope this helps. :)
