Seven and a half degrees. In 15 minutes the hour hand has moved a quarter of the way between 3 and 4. The number of degrees between the two is 360/12=30. A quarter of 30 is 7½.

I believe they could in fact be zero as in line with each other depending on how the hands are actually set onto the clock stem. In theory since 15 is one quarter of an hour the hour hand should be 1/4 of the way to the four which you give you a seperation of approx 3 degrees. Okay - this is just a guess. +5
