I've heard it a lot. But only used it when saying "Half past the monkey's ass quarter to his balls." :0)

I used to talk like that , but now I'm more inclined to give the time like a digital watch ("the time is 8:33")

Me. It is the way it is said in the UK ... although in common usage people would mostly shorten it to "half four" rather than say "half past four".

I think the term is more common among older people who are used to seeing clocks with hands on them. I rarely hear young people saying half past any more. The terms, quarter after, half passed and quarter to are fairly common though here in Michigan.

Yes, I do, and it's commonly in use in the north-east of Scotland where I live. Five past, ten past, a quarter past, twenty past, twenty-five past, half past, twenty-five to, twenty to, quarter to, ten to, five to, o'clock.

Sure, along with quarter-past, too. Heard and used it since I was a child.

Yes always. As a first response, half past recognizes the fact that you're reading your personal timepiece or at least one that isn't a national standard and hence may not be 100% accurate. Whilst 10:30 means 10:30 not 10:29 or 10:31. Half past recognizes some possible error. If they press me I'll say "10:27 but that's by my watch." The strange thing is though that it's always a half past never a half to.
