I have never been addressed as anything other than Mr. regardless of my age. Most of the time, the Mr. is also not used.

Birth in the US. Using "Master" would be exceedingly quaint, and even condescending. I've never received a letter in which I was addressed as "Master" (I'm 16), and if I were to receive on, I would assume that the sender was EXTREMELY elderly, or just plain off their rocker. Honestly, it sounds a little kinky or creepy.

gosh! I haven't heard the term Master applied to boys in years. I don't really know now. I think it used to be around 12 but don't hold me to that. When in doubt, just leave off the salutation.
