The BIOS helps solve that problem by providing just enough information to quickly check that stuff exists, stuff works, and then goes looking for an operating system (the real intelligence of a computer, along with the other software). Typically, the BIOS finds one on the hard drive, which then loads enough of itself into memory to elevate the computer's abilities to a level that a user can manage to do something useful - such as run programs.
