Yes it can. Adequate drainage is necessary otherwise you get ‘root rot’ aka drowning your plants. And what is adequate depends on the plants needs.

Go look at a corn field after a rainy spring. Every low spot will be bald.

If you don't have drain holes in your pot then they will drown. unless they are reeds that grow in the swamp. Study the place where the pot plant come's from. If it loves swampland then its ok if not, drill holes.

Yes if the ground become saturated and the roots can't 'breathe'.
