  • I would say that would depend on why they are absent and their relationship with both the child and the custodial parent. If they are absent beacuse work took them out of town, but they see the child when they can, I don't think the absence is an issue. If they are absent because they don't care, but occasionally feel like seeing the kid, not, they don't have any right (in my opinion).
  • The non custodial parent has the right to see their children regardless of payment or non payment of child support law. As the CSE will tell NCPs when the CPs refuse to let them see their children: child support and parenting time are two separate issues. Unless proven in a court of law to be an unfit parent, they deserve to see their children.
