We call it a 'dog" collar. (We, being my husband and I, seeing as my husband is an ordained Anglican minister). It's official name may be a "Roman" collar", but no one hears that nowadays. Let me tell you a funny story: a colleague of ours lost his and asked his wife to make him a temporary one out of a tub of margarine. We had to laugh at the thought that on the other side of his collar was the word "Miracle".

The ones that go all the way around are sometimes called "dog" collars. Just the small one at the front is usually called a clerical collar.

They are all called "clerical collars" or "clergy collars." There are two different kinds commonly seen. The white collar that can be seen all the way around the neck is called a "band collar" and sometimes (at least in the neck of the woods I come from) an "Anglican collar." Informally, some folks call a band collar a "dog collar," especially in the UK. The kind that shows just a bit of white in the front - 1 or 2 inches - is called a "tab collar" because the white "tab" inserts into the shirt's stand-up neckband. Again, in my neck of the woods, a tab collar is sometimes known as a "Roman collar."
