I have a rose bush that is 3 years old is growing but has never produced a bud. How can I get my bush to produce buds?

Bees, bees, and more bees...you need bees, and caterpillars, butterflies etc...but without buds they are not attracted...so the only conclusion is to plant another flowering bush(doesn't have to be a rose bush) or plants(like daisies, mums, anything that flowers) right next to it to provide pollenation. -
