If God is said to be Soveriegn, then it is impossible for man to have "free will". Man cannot thwart the will of God. It is a plan of God to have man THINK he has free will tho. The short answer to the first part of your question is YES. You sin because you cannot help it, but this too is part of Gods plan. This goes much MUCH deeper than this. I can go deeper if you wish tho. The 10 Commandments were in place to show man WHAT he is, which is a "sinner". That is why it was impossible to follow them. The bigger truth is, now what do we do when we know WHAT we are.
