Are you supposed to wear regular pants under lined rainpants or can you just wear them right over your underwear like regular pants

Although I haven't needed to wear them recently, (Last time was when I lived in Alaska's rainforest), I have always worn pants under them. That way, you take it off and you look like you want to. I suppose you COULD wear them (afterall, you could wear a diaper in public- no one would stop you) but I think it's probably more comfotable to wear pants underneath.
