No. It should not be lost or stolen. If it was a bribe, etc. it should be reported as such.

No, because the very same people who say "stuff happens" when $23 billion disappears down the Iraq hole will scream bloody murder when $3 million gets allocated in an 'earmark'. Also, $23 billion is a *lot* of money. That could have provided health insurance for 10 million people (maybe more) for a year. If we're going to attack waste, fraud and abuse, let's attack waste, fraud, and abuse. Just because Halliburton and Blackwater are good buddies with the administration, they should NOT be immune from such scrutiny.

You're right. The waste of $3trillion on a criminal endeavor totally justifies or at least excuses the loss or $23Bil.
