In which non-English speaking countries is learning English mandatory/compulsory or a graduation requirement?

It is compulsory in Argentina, spanish-speaking country.

Philippines uses English as their first language in school. It is part of the Philipine education system. No wonder why most Filipinos can speak in English. That is why a lot of English-speaking call centers are being established here.

In Japan it is a requirement from intermediate school and up.
