Its seen as the person is yelling and this annoys alot of people,as for me it doest bother me as long as i can read the question:-)

I don't know that it's a good reason to DR, but it is seen as yelling and very rude. It's also difficult for many to read, so perhaps that is why they DR, because it can't be very helpful if no one will read it. I would not DR for that reason alone, however.

Probably because it looks like the person is screaming everything. Perhaps it is perceived as lazieness, looking like it is a way to avoid having to worry about using captiol letters in proper places.
