In the Past Week ranking, it is in the order of points a user has gotten in a week's period. The All Time ranking is the ranking for the levels. So you have to get lots of points and a high level to be on the top spots.

Rank is just where you are placed among the members that have the highest number of points. The rankings start at 1000 so since there are more members all the time you need more and more points to get included in the rankings. I think you need a minimum of about 4250 points to make it onto the bottom 900 rankings. Before you get a ranking it will look like >1000 on your porfile

What Galeanda said. I just want to add that the 1000th rank has 4,228 points as of this answer.
