Rating really isn't "fair", it can represent any positive or negative reaction of the readers. Perhaps it ought to be fair but no one can make it that way without castrating the system. If it was me I would just not rate the answer.

I think there should only be an up rating option, and if people don't like an answer they can simply not rate it. This down rating function just attracts morons and kids who troll through and down rate everything to amuse themselves, in the absence of having a real life or character.
