If they don't work properly, it is usually the fault of the manufacturer for producing substandard clocks.

Because they rely so much on balance and stability. Much like a pendulum clock, they require a level surface to sit on. In the case of a pendulum clock, most are much larger, and therefore, the pendulum has greater inertia, and is able to carry on through external disruptions, whereas the dome clocks, generally smaller, are more easily disturbed, and therefore lose time, or stop altogether.
