However in 1963 relations deteriorated again as Castro moved Cuba towards a fully-fledged Communist system modeled on the Soviet Union. The U.S. imposed a complete diplomatic and commercial embargo on Cuba. In the beginning, U.S. influence in Latin America was strong enough to make the embargo very effective and Cuba was forced to divert virtually all its trade towards the Soviet Union and Soviet-aligned states. However, public declarations of support from Latin American governments for American policies were harder to come by. The Mexican Ambassador to the United States told the Kennedy administration: "If we publicly declare that Cuba is a threat to our security, forty million Mexicans will die laughing." When Fidel's brother assumed the presidency in February of this year, he promised that some restrictions would be lifted including microwaves, sales of computers, etc. That remains to be seen however. Hopefully the next president of the US will be more willing to at least talk with the powers that be in Cuba and open the way for relations between the two countries.
