  • A commissioned officer holds the rank of Ensign or higher in the Navy, 2nd Lieutenant in the Marines, Air Force, and Army. A Non-Commissioned officer holds any rank below these. NCO pay rates go from E-1 to E-9, and CO pay rates go from O-1 to O-9.
  • A non-commissioned officer is a senior enlisted man from E-4 to E-9. A commissioned officer has received a commission from, and serves at the will of, the President of the United States. The pay is a lot better, the bull is thicker, and the paperwork is a nightmare. Officers also have degrees, except for a very small minority of specially promoted former enlisted.
