They were probably installed incorrectly, or are the wrong bulbs. Put the old ones back in, check that everything works, then try replacing them again. (I trust that at least one of the old ones still worked and can be used for testing purposes)

I have the same problem with a 1999 Ram 1500 4x4. The bulbs are correctly installed and work in another vehicle. The daytime lights work as well as the high beams, only the low beams don`t. With ignition on, all 3 prongs have around 12V. With the lights on, one of them drops to about 7.8V. With the high beams on, this same one drops to 0.5V. The other 2 have 12V all the time. Any ideas? It sounds to me there is a problem with a relay switch somewhere. The fuses are all good as well.... Thanks,
