If he was moving it side to side slightly and angled just a hare to the left. He was waving at you.

As far as I know it is an insult which I can not repeat for obvious reason, he is not waving at you. Regards.

As a trucker I have no clue, unless he is apologizing for something he did but usually I do that with my lights.
